Add Review and CI standards document for SDK repositories.
This new standard establishes baseline requirements and best practices for:
Required reviewers and CODEOWNERS configuration
Review SLAs (1 business day for internal PRs, 2 for external)
Review feedback conventions using LOGAF scale (h:/m:/l:)
Required CI checks baseline (build, lint, type check, tests, commit format)
Release gating criteria
Defines when @sdk-leads review is required (public API, dependencies, security, schema)
Establishes LOGAF feedback convention for clear PR review priorities
Sets baseline CI checks that all SDK repos must implement
Documents release blockers (failed CI, unresolved high-priority comments, missing changelog)
