This PR replaces the "create release" sentry-cli call with our own implementation. Since it is the first call, I set up a pretty basic
api.tsfile which has some internal functions to make the actual API requests. Happy to revisit this or replace it w/ something more sophisticated later on (or if requested by reviewers).Also adds axios as a dependency.
