Steps to Reproduce

On the user side:

  1. Set notification settings to only subscribed issues
  2. Subscribe to an issue that receives user feedback

On the issue side:

  1. Assign the issue that receives user feedback to the same user as above.
  2. Submit a new user feedback to the issue.

There is a large amount of PII involved and it is available internally in the linked issue.

Expected Result

As per docs, users that are assigned or subscribed to an issue should get email notfications for new user feedback:

Actual Result

Email is not sent to affected user.
