Custom Views: Update dnd tabs component to match designs

After the MVP for dnd tabs are completed, we will need to style them to match the designs for the broader issues stream design changes. (Internal Mockups)

This ticket can be marked as completed once the top level of the tabs component matches the designs in the mockups. Nested components like the tab menu and overflow menu are not within the scope of this ticket, and will be completed later on. Tab animations are also not within the scope of this ticket.
