Pull in Sentry version information from PyPi

This will be useful so we can show things like "You're running a year old version of Sentry, did you know 5.5 is available?"

Some prelim feedback:

1. check out https://pypi.python.org/pypi/sentry/json
2. we should use Option to store the data (instead of a new table). Just a key like sentry:latest_version
3. update timer should run once a day instead of every minute
4. Might be worthwhile to pull out the url opener code from fetch_source.py, and use it in both places (since it sets the user-agent)

I think I've finished it. Maybe time for checking and url to make available for setup in settings?
