Adds a
consumer.log_duplicatessnuba option that, when enabled, emits a tracing log (org_id, project_id, item_id, item type) each time the accepted-outcomes aggregator detects a duplicate trace item.Also throttles option refreshes in
poll()to once every 10s instead of every poll.
