Spotlight bypasses sidecar while embedded

We need Spotlight to always send to the sidecar, even if its embedded. It can dedupe and shortcut the sidecar for speed, but it still needs to send the event to the sidecar.

This is important because multiple overlays can be subscribed to the same stream, as well as the plans to put this into prod, require those events to exist or the story is incomplete.
