Changes

• symbolic-debuginfo: select the C zstd library (native) vs the pure-Rust ruzstd decoder (wasm32) via cfg(target_arch) instead of the elf-zstd/elf-zstd-pure features. features = ["elf"] again includes zstd support on native (the feature split in #986 had silently removed it). ruzstd was bumped to 0.8.3 and now rejects size mismatches instead of truncating.
