Exhaustively listing texture formats is bug prone

We have various tests that want this, as well as wgpu-info. Currently the tests live in wgpu-info, but ideally we should be using https://crates.io/crates/exhaust or something to enable deriving all the options and having the tests in wgpu-types where it belongs.
