OpenBabel-3.0.0 Windows Binaries

This is not a release of ChemmineOB itself, but rather it's dependency OpenBabel. To compile ChemmineOB from source on windows, OpenBabel must be recompiled using the Rtools / mingw tool chain. Downloading this binary saves you from having to do that part yourself, if you want to compile ChemmineOB on Windows. Note that it is not normally required to do this unless you want to modify ChemmineOB yourself.
