Resolve Tensions in Config/Sync

There's some tensions in the configuration and sync design.
Does source/url imply ownership?
Or, does it tie to a platform?
Can issues have more than one owner?
Are owners equivalent to platforms?

All of these questions need to be resolved.
There are certainly inconsistencies and undefined behaviors in forge config today.
