Adds regression test for the PyPI double-packages bug fixed in #50, and adds fetchedURL assertions to every ecosystem that constructs upstream download URLs (Conda, CRAN, Maven, NuGet, Conan, Debian, RPM).

Regression test for the PyPI double-packages bug fixed in #50, plus fetchedURL assertions for every ecosystem that constructs upstream download URLs.
New tests verify the exact upstream URL the proxy would fetch on a cache miss for: PyPI, Conda, CRAN (source + binary), Maven, NuGet, Conan (recipe + package), Debian, and RPM.
