Description
a11y.instructions.md has a mix of web-specific and platform-agnostic rules. For instance: every incarnation of my generated desktop app has a skip link, which doesn't make sense in a non-page app (and it links to the container above it, making it the next tab target). Also the ARIA notes - I think some could turn into platform-agnostic rules and others could turn into web-specific rules - or maybe those should go into the language-specific instructions?
