Description

This request adds instructions for generating infrastructure-as-code configurations using Terraform. The instructions focus on security, modularity, maintainability, formatting, and documentation guidance. They are oriented towards AWS and have minimal overlap with the existing generate-modern-terraform-code-for-azure.instructions.md file.

Those changes were to fix issues identified by my Markdown linting plugin and make the headings more internally consistent (i.e., title case, no trailing punctuation, and blank lines surrounding code blocks. However, I have reverted the changes as you requested.
