Release Note links in the CodeQL Language pack are broken

Hi, I noticed the changelog and source release note links in https://github.com/github/codeql-action/releases/tag/codeql-bundle-v2.20.1 for the CodeQL language packs are broken.

E.g.
codeql/python-queries (changelog, source)

I think this is the right link
https://github.com/github/codeql/blob/codeql-cli-2.20.1/python/ql/src/CHANGELOG.md

This is just a pre-release and we need to make some changes. We'll be reposting the release shortly with the final bits in place.

I also manually updated the current pre-release, but this is only a temporary fix.

@aeisenberg No worries, thanks so much for working to get these links fixed. The details in the Changelog.md about the improvements in each query pack release are very much appreciated, btw.
