Error updating plugin

Describe the bug

When I try to run this command on copilot cli, i see this error resource busy or lock. I tried removing the installed-plugins directory and restarted my computer. Hitting the same issue to uninstall plugin too.
/plugin update azure@github-copilot-for-azure
/plugin uninstall azure

Affected version

GitHub Copilot CLI 0.0.398.

Steps to reproduce the behavior

Running either of the following commands
/plugin update azure@github-copilot-for-azure
/plugin uninstall azure

Expected behavior

plugin should have been updated without error or get uninstalled
