Custom agent is not loaded correctly even when it's showing in the bottom status line

Describe the bug

Copilot showing my custom agent is current agent, but it's not using the skills it has. When asked why dont you use it, it says ' I am not xxxx agent, am copilot cli agent.'
There's a detachment between what's showing as the agent and what's actully loaded as the current agent.
