Currently we need to create a session to list Agents, Skills, Instructions, MCP, etc.
In VS Code, we'd like to build a UI that allows users to manage/view these items
however we need to create a session, and that doesn't feel right.
E.g. installing a plugin doesn't require one to create a session, similarly listing all installed plugins shouldn't require a session either.
