Expose plan file/details as a separate event

Currently the plan is created and stored in .copilot/* directory.

When a plan is created the user needs to navigate to this file an open it.
We'd like to polish this UX by allowing the user to click on a link or the like to display/edit the contents of the plan.

For this to be possible we need the link to the plan.
One way is to create a new event and emit the file path to the plan file.
