I was reading "Connecting your Azure subscription to your organization account" and it says:

In the "Access" section of the sidebar, click Billing and plans.

This header appears to now be "Billing and licensing."

As well, rather than going to "Billing Management," one should go to "Payment Information" to find the "Metered billing via Azure" button.
