update repository url of licensee

Why:

• The https://github.com/benbalter/licensee repository was moved to the dedicated organization licensee. This updates the link to point directly to the repository instead of relaying on the redirect.

What's being changed:

Update owner name to the new dedicated licensee organization.

Check off the following:

• All of the tests are passing.
• I have reviewed my changes in staging. (look for the deploy-to-heroku link in your pull request, then click View deployment)
• For content changes, I have reviewed the localization checklist
• For content changes, I have reviewed the Content style guide for GitHub Docs.
