Strategy this run

• Checked whether HEAD had moved since the last 3 stale runs — it had (2b90c3a), but git show --stat showed 880 files as pure insertions (362,896 insertions, 0 deletions), confirming this is another shallow-clone squash artifact, not a real diff. Git-log-based "new call sites" detection is now conclusively unusable across 5 consecutive runs.
• Pivoted to diffing yesterday's open-issues snapshot against today's: only #60757 had dropped off. Re-grounded and refiled it (see above).
• Also considered refiling #59647 (no-duplicate-constant-values string-threshold theory, 1 expiry, technically eligible) but declined — the 2026-09-18 run had already re-grepped the corpus and found zero live triggers for that shape, and nothing has changed since, so re-filing a purely latent finding would just repeat a call already made.

• try-catch-rule-utils.ts shared VariableDeclaration-suggestion gap — affects ~14 fs-sync/child-process-family rules. Filed/expired twice (#57868, #59891). A source fix (extend the shared suggestion builder to also match const x = fs.readFileSync(...) declarator forms, not just expression/return statements) would resolve all of these at once, but this workflow has no create_pull_request safe-output — flagging for a human or PR-capable workflow to pick up.
• no-json-stringify-equality indirect template-literal comparison gap — filed/expired twice (#57869, #59892). Same status.

Next actions

• Continue the day-over-day open-issues-snapshot diff as the primary detection method each run; git-log diffing is retired for this repo's shallow-clone setup.
