Workflow Skill Extraction Report

[github-actions[bot]]

Coverage and method

Analyzed 300 workflows via workflow-index.json plus grep-based pattern counts, excluding patterns already covered by shared/ (noop-reminder, reporting, otlp, graders, etc.).

Opportunities

Priority	Skill	Workflows	Est. savings
High	Run-context header (shared/run-context.md)	~76	~300+ lines
High	Token budget guidelines (shared/token-budget-guidelines.md)	9	50-80 lines
Medium	Scratch-dir/Python setup steps	~23	~100 lines

Notes

• shared/noop-reminder.md is imported by only 2 workflows although ~87 mention noop; adoption is a possible follow-up.
• Error Handling sections (11 workflows) vary too much to extract.

Three issues were created for the above recommendations (titles prefixed [skill-extractor]).
