Support sticky comments

It would be great to natively support sticky comments in the safe outputs. Ie a workflow which maintains a single comment in the thread which it updates each time it runs instead of posting a new one and hiding the old one

The closest we have is update-issue with "island" update type so it maintains an entry in the issue description. I see what you mean, this is something else.
