Single word network allows should be checked to be valid ecosystem identifiers

We allow mis-spelled network ecosystem identifiers, e.g.

network:
  allowed:
    - defaults
    - github
    - rustxxxx

The use of single-name network identifiers is vanishingly small these days, so I think we should just error on this.
