Instructions Update - Synchronized with v0.67.4

This PR updates github-agentic-workflows.md based on new features in the v0.67.4 release.

Changes Made

  • submit-pull-request-review: Added allowed-events field — an optional array restricting which review event types (APPROVE, COMMENT, REQUEST_CHANGES) the agent may submit. When omitted, all three remain allowed (backward compatible). This is an infrastructure-level safety control to prevent agents from auto-approving PRs.
  • Compile options: Added --runner-guard as a fourth static analysis scanner (runner constraint security scanner, requires Docker). Updated the "strict mode" example to include it.

Documentation Commits Reviewed

  • 7be68b8 Update architecture diagram — only touched scratchpad/architecture.md, no agent-facing changes.
