Enable strict mode and sanitized PR title in refiner input-triggered workflow

[Copilot]

This updates the remaining input-triggered workflow variant that accepted PR event content without explicit strict-mode declaration. The workflow now enforces strict mode and uses sanitized title input in prompt context.

• Security hardening for input-triggered workflow

  • Added strict: true to .github/workflows/refiner.md (on: pull_request labeled refine).

• Sanitization alignment in prompt context

  • Replaced direct PR title event usage with sanitized output:
    • github.event.pull_request.title → steps.sanitized.outputs.title

• Compiled workflow sync

  • Regenerated .github/workflows/refiner.lock.yml to reflect frontmatter and expression updates.
