awf-api-proxy intermittently fails its Docker health check on busy runners, causing docker compose up to exit 1 and aborting the entire agent run before any turns execute.

Changes

pkg/workflow/awf_helpers.go — BuildAWFCommand now wraps the AWF invocation in a shell retry wrapper via buildAWFRetryWrapper:
- Extracts the AWF invocation into a _gh_aw_run_awf() function (prevents set -e from exiting before retry logic runs)
- On any AWF failure: captures docker logs awf-api-proxy (50 lines) and docker logs awf-squid (20 lines) to stderr
- If failure log contains is unhealthy: force-removes stale containers and retries once
- Non-health-check failures or second attempt failures: exit 1 as before
