actions/upload-artifact@v4 silently drops any path component starting with . by default. The activation artifact includes /tmp/gh-aw/base/ — a sparse checkout containing .github/, .claude/, and .agents/ — so all three were excluded from the archive. The agent job's restore_base_github_folders.sh then interpreted their absence as "not in base branch" and deleted them from the PR workspace, stripping agent configs and skills on every pull_request-triggered run.

Fixed in 90d0013 — UpdateActions at line 763 was missing the coolDown time.Duration argument added in a prior change. Added 0 as the zero-value (no cooldown), matching the pattern used in the other two call sites in that file.
