Formatting instructions for GitHub Discussion reports were copy-pasted into individual workflow prompts rather than sourced from a shared import, causing recurring "format consistency fix" PRs whenever new reporting workflows were added without them.

Changes

shared/validation-strategy.md (new)

Canonical shared import for the bash-first validation rule — use bash commands, not MCP tools, for end-of-session build/test steps. MCP connections time out after ~5 min of inactivity; violating this causes session-final validation to fail with context canceled.

shared/daily-audit-base.md

Adds shared/validation-strategy.md to the import chain alongside the existing shared/reporting.md. All ~65 daily audit workflows (importing directly or via daily-audit-charts.md) pick this up automatically.

Compiler lint check — validateReportFormattingImport

New warning emitted when a create-discussion workflow doesn't import shared/reporting.md anywhere in its transitive import chain:

my-workflow.md: warning: This workflow creates GitHub Discussions but does not import
the shared report formatting guidelines (shared/reporting.md). Without this import
the agent may produce inconsistent header levels and missing collapsible sections.
Fix: add to your imports:

The check uses WorkflowData.ImportedFiles (the fully resolved transitive import list) so workflows importing daily-audit-base.md → reporting.md pass without any changes.

- Create .github/workflows/shared/validation-strategy.md: canonical shared import
  for bash-first validation guidance to prevent MCP inactivity timeout failures
- Add shared/validation-strategy.md to shared/daily-audit-base.md import chain
  so all daily audit workflows get the guidance automatically
- Add validateReportFormattingImport() compiler lint check that warns when a
  create-discussion workflow doesn't import shared/reporting.md (directly or
  transitively), preventing prompt drift in future reporting workflows
- Add unit tests for the new lint check (6 test cases)
- Recompile all affected lock files (65 workflows updated with new import path)
