The ci-coach workflow failed at the pre-download step because
gh run listandgh run downloadlacked explicit repository context, causing commands to fail when the repo couldn't be auto-detected.Changes
--repo ${{ github.repository }}flag to all gh CLI commands in the pre-download step:gh run list --workflow=ci.yml→gh run list --repo ${{ github.repository }} --workflow=ci.ymlgh run download "$run_id"→gh run download "$run_id" --repo ${{ github.repository }}This pattern matches other working workflows (copilot-agent-analysis.md, issue-arborist.md) that successfully use gh CLI in pre-download steps.
