http://youtrack.jetbrains.com/issue/JT-15947 - api keys will be supported in YouTrack, so they can be used when hook is enabled directly from YouTrack (http://youtrack.jetbrains.com/issue/JT-11658)
Usual way of enabling hook (from repo admin) should be the same (that's why I didn't change data schema for hook)

So you're saying YouTrack sets the api key. Otherwise, services setup through GitHub have to login before each push?

Yes, you're right - if there is no api key the old workflow with passing login\password first and getting cookie should work.
