Allow the branching strategy to be optional even in git based repos

In our current setup, we already use feature branches, and it doesn't make sense for spec-kit to create yet another branch. We'd like to have a mechanism to reuse the current branch. Our workflow typically starts with developers first checking out the feature branch and then invoking spec-kit to work on that ticket.

Same for us, speckit interfere with our branching flow.
