Downgrade @typescript-eslint/eslint-plugin to v6#3504

Version 7 of `@typescript-eslint` is not compatible with Node 18.17 and requires Node 18.18+ or Node 20. The latest minor/patch version of v7 started enforcing this requirement, but this was already part of the breaking changes for v7.
