- Add timeout: 5m to prevent linter from hanging - Add modules-download-mode: readonly to use cached modules - Update Makefile comments to document optimizations - Update ci.yml comments to explain performance improvements These changes follow golangci-lint best practices for CI performance without changing linter behavior or rules.
