This PR makes a couple of adjustments to use the
storeproperty for step links. Rather than hard-coding URLs for pull requests or issues, we can store them when we create those resources, then use the stored links. We can usestoremore than I do in this PR (like directly in response files), but this is a quick win to help make the links more consistent.
