[dashboard] New Workspace modal state shouldn't get reset when the workspaces list updates

Bug description

The New Workspace modal state currently gets reset whenever the workspaces list updates, making it unusable when there are frequent workspace updates.

Steps to reproduce

1. Start a workspace
2. Open workspaces list
3. Click on "New Workspace"
4. Try to open the "Examples" tab to open an example

Expected behavior

Modal state should update independently from the workspaces list

Actually maybe it's not because of workspaces list updates, but because of whole-app updates: #3697
