PWS v WXR: iniBuilds A21N #32
Description
The new radar has no PWS switch, it's baked into having a system on. We should probably for the UI checkbox on when the WXR is on; if the box is ticked without WXR on, turn it on to system 1, and if the user unticks it, the WXR turns off.
