Restore to the exact workflow that published successfully at c2d947f: setup-node@v6, node 24, registry-url, npm@latest upgrade, no NODE_AUTH_TOKEN (OIDC trusted publishing handles auth).

Restores the exact workflow that published successfully (c2d947f). Removes the workflow_dispatch/version-bump additions and vue-tsc step that were never in the working version.
