Add hooks for plugins to modify tinymce

TinyMCE has a lot of configuration options and plugins in itself.
Being able to customize tinymce without touching the core maybe would solve longstanding requests for markdown support , toc in kb articles and anchor support.
Best would be if plugins could specify when to override the config i.e only for kb articles.
