Author names with diacritics (Vietnamese, Spanish, Croatian, etc)

I don't know whether 'diacritic' is the right word, and I don't know what the codes say, if anything, about these spellings. The examples are from MDD 2.0 and correspond to gnparser results with quality != 1.

This is FYI... if gnparser accepted these then I wouldn't have to handle the names in some awkward way (e.g. using Unicode operations to strip off the diacritics, then restore them later). And I suspect the authors would be appreciative. But if you tell me these are "errors" I'll take care of them somehow. This is with gnparser v1.11.6.

Thanks for letting me know @jar398 and sorry for being slow to respond. I think these author names should be recognized by the parser, I am adding them to 'allowed' characters.

@jar398 I added new parsing rules to cover the authors with a couple of exceptions:

I do consider Gerbillus cosensis International Union for the Conservation of Nature, 2024 to have invalid authorship, so no rules are added for it.

The Gazella farasani Thouless & al Bassri, 1991 name proved to be tricky, because '& al' sometimes is used as a substitution to et al and this particular name still is not parsed correctly. However Gazella farasani Thouless, al Bassri, 1991 is parsed now
