Allowance Module v1.0.0

This is a new release of the Safe allowance module which fixes a security vulnerability that would allow delegate transfers to be replayed.

Note that this introduces a breaking change for the module, making it incompatible with Safes v1.0.0. See the CHANGELOG.md for full details and all changes to the contracts.

This release fixes the EIP-712 hash generation and adds additional checks for recurring allowances' parameter correctness.
