Update JS dependencies (#12474)

* Update JS dependencies

- Update worker-loader options (currently unused pending #12459)
- Remove @babel/plugin-proposal-object-rest-spread, it's enabled by
  default
- Switch cssnano-webpack-plugin to css-minimizer-webpack-plugin which
  had been renamed

* switch to css-minimizer-webpack-plugin
