Site Administration issue is missing

Description

I am using Gitea 1.25.1 and the "Site Administration" menu is missing.

• My user is active and an admin as verified with 'admin user list'
• I'm using the default gitea-auto appearance
• My ROOT_URL exactly matches my top URL
• I'm using TLS with a valid certificate
• I don't see errors or warnings in the log
• I do not have DISABLE_ADMIN_UI set in app.ini
• I do have COOKIE_SECURE = true under Session
• I have 2FA enabled and am signed in with Passkey

I'm not sure what else to check.

It's not missing, it's now a separate icon on the toolbar:

If you hover over it, it will say "Site Administration".

That's why I still kept the "Site Admin" menu item in the dropdown. Refactor head navbar icons #34922

Many users asked it. So I still think we need to put it to the dropdown menu again.

@silverwind I see no reason to remove it from the menu, I think its been there since the beginning, it would be helpful to have a more prominent transition.

I too prefer it being in the menu, but the actual reason for the change was regarding ugly the "admin" badge indication that was previously on the user button. Maybe we should just make it a text indication "Signed in as <username> (Admin)" inside the menu.

I believe the text indicator is the best choice. Requirement from "When Administrator is logged in it should be visual different from normal user #32894"

Well, it brings the point across.
However, I do agree it is kind of ugly.
Are there perhaps any better ways to do the same thing as the previous indicator?
For example displaying an extra icon with a tooltip or something like that, instead of the badly-looking colored dot with text?
I think improving it is the main problem, not that it exists in the first place.

I dislike it because it draws too much attention for something that is visible on every page. Imho, just move it into the menu (as a text only) or not have it at all.

To achieve the goals:

1. Users can clearly see that they are the "admin" on the UI, without hovering or opening the menu
2. The indicator should be clear enough, but not an unclear ambiguous icon

To be fair this should be the default behavior. Which I also am guilty of not following.

I also think there is nothing wrong to show an admin indicator on the avatar to tell them that "you are using the admin account, be careful and don't make mis-operations with the super powerful admin privilege" ..... especially for a large instance for a company.

I'm fine with making it a small monochrome icon overlay on the user bage, but not a primary-colored badge that looks like a "there's something new" indicator that never goes away.
