providers/postgis: Add connection parameterization for tegola unit-test suite

Currently test-suite assumes test-suite execution host has postgres installed locally. This can be problematic for non-Travis CI environments.  Adding capability to point to remote postgres endpoint can alleviate this.

Vars surrounding postgres conn to be paramterized:
- username
- password
- host
- port
