mocha can go to v11 but ts-mocha doesn't have a v11 yet

I followed https://eslint.org/docs/latest/use/configure/migration-guide and used npx @eslint/migrate-config .eslintrc.js. I have elected to not double check anything here because im unfamiliar with the config of this project. Please let me know if anything looks off
