add additional targets

Summary

• add granular checkout summary targets so integrators can inject custom line items and totals (before each block, including Total Due)
• expose the reusable TotalLineItem API, and streamline the Target component so it skips empty wrappers when no content is provided
• align billing flows when enableBillingAddressCollection is false: show the billing toggle, fall back to names-only forms, and surface new “Billing Information” copy (with translations) whenever only
  name fields are collected
