Are there some plans for a roadmap?

No. dbt-date is very widely used, aside from adding support for additional adapters I'm not aware of any large features that can/should be added to this package.

What is necessary to reach version 1.0?

Nothing technically. dbt packages don't have a clear criteria for moving to 1.0. Looking at dbt's package hub, there are six featured packages, only 2 of these have 1.0 versions.
