Cannot change from languages other than English to English.

Issue description:
On non-English pages, the default version is 4.x, and there is no stable option. However, English has no 4.x option but does have stable. Switching to English while in 4.x results in a page not found error. But switching from stable to another language automatically switches to 4.x.
