we can use cgo tags. If cgo is ebabled, gogs will include sqlite.

I think a specfic tag sqlite is better than cgo.

If cgo is enabled, gogs should include all sqlite/redis/memched drivers.
Go use -tags xxx is a bad style, like C's #ifdef/#end.

Except sqlite, I forgot exactly why we made redis and memcache need to built with tags...

If you use cgo, you lost ability for users who do not what to use sqlite, it's like forcing they download GCC on windows even if they don't need it at all.

if not install GCC, should disable cgo: set CGO_ENABLED=0.

1. disable cgo if no GCC
2. enable cgo if has GCC
